Objective definition:
Business climate in Pakistan is fragmented and spread out across multiple governmental layers with outdated legislations, inefficient processes and unclear performance metrics. World Bank Group worked with multiple governments to document and benchmark regulatory framework and create a digital portal for businesses and government officials to interact conveniently.
As a team lead on the series of projects, our approach was as follows :
- Prepared a consolidated register: of business licenses for relevant agencies as well as current processes.
- Analysed and benchmarked: existing workflows with different countries which are best in class and/or have relevance.
- Benchmarked service delivery model: in other countries, including institutions, legal and regulatory framework, roles and responsibilities and features of digital platforms.
- Re-engineered & prepared To-Be workflows: for licenses embedding best practices and digitization features.
- Led consultations and workshops: with stakeholders, private and public sector.
- Coordinated: with relevant departments and legal experts to oversee drafting of legal amendment to operationalize the suggested changes.
Time frame: between 6 months to 18 months for different projects
