The digitized system needed a different capability and service delivery mechanism which required a comprehensive analysis of possible options for legal, institutional and organization framework with a sustainable business model.

- Business and Financial Model: Developed a sustainable revenue model, identifying services, analyzed cost implications, and recommended funding strategies.
- Organizational Structure: Proposed a new organizational structure with governance layers, operational teams, and clearly defined roles and responsibilities.
- HR and Career Structure: Recommended hiring processes and a career progression framework.
- Policies and Procedures: Established policies for finance, HR, procurement and monitoring functions.
- Monitoring and Evaluation: Defined performance indicators, feedback mechanisms, and audit processes for system improvement and effectiveness.
