A Large-Scale Public Sector Transformation – Setting Up New Institutions

Objective definition:

Management and maintenance of land records is more than 200 years old system which was digitized by the government. The digitized system needed a different capability and service delivery mechanism which required a comprehensive analysis of possible options for legal, institutional and organization framework with a sustainable business model.

Approach:

Performed the following:

  • Legal and Institutional Review: Evaluated current legal framework, institutional roles, propose realignment or new entities, and define accountability and coordination mechanisms.
  • Business and Financial Model: Developed a sustainable revenue model, identifying services, analyzed cost implications, and recommended funding strategies.
  • Organizational Structure: Proposed a new organizational structure with governance layers, operational teams, and clearly defined roles and responsibilities.
  • HR and Career Structure: Recommended hiring processes and a career progression framework.
  • Policies and Procedures: Established policies for finance, HR, procurement and monitoring functions.
  • Monitoring and Evaluation: Defined performance indicators, feedback mechanisms, and audit processes for system improvement and effectiveness.
