Objective definition
As part of Pakistan’s power-sector reform programme, the Independent System and Market Operator (ISMO) was established as a separate institution to undertake the responsibilities of System Operator, Market Operator and System Planner under the Competitive Trading Bilateral Contract Market (CTBCM). The consolidation of these responsibilities required an organisational framework capable of supporting independent system operations, competitive electricity market administration, integrated power-system planning and effective coordination with sector participants and regulatory authorities.
The engagement aimed to assess ISMO’s existing organisational arrangements, functional mandates, staffing capacity and governance structure against its expanded institutional responsibilities and relevant international system and market operator models. The objective was to develop a scalable, fit-for-purpose organisational design with clear functional segregation, accountabilities, reporting relationships, decision rights and management layers across System Operations, Market Operations, Planning and enabling corporate functions. Particular emphasis was placed on evaluating functional alignment, defining detailed organisational structures and staffing requirements, and establishing the roles, capabilities and governance arrangements necessary to support operational independence, effective market administration and future institutional growth.
Approach
This assignment was delivered by our Senior Consultant. The approach was as follows:
- ■ Inception and current-state review: Prepared the inception report and conducted stakeholder interviews and an organisation and staffing review.
- ■ Benchmarking: Benchmarked ISMO against system operators and set out eight structural observations.
- ■ Detailed support-function design: Developed detailed N-3 designs for HR, Finance and Legal, with workload-based headcount sizing.
- ■ Core-function review: Reviewed the System Operator, Market Operator and Planning structures.
